Applications for ROUND 2 of the
Emergency Rent Relief Program
will re-open FEBRUARY 9, 2026

Directed by the Los Angeles County Board of Supervisors and administered by the Los Angeles County Department of Consumer & Business Affairs in partnership with The Center by Lendistry (TCbL), this program will distribute more than $23 million in rental and mortgage relief to eligible landlords and homeowners affected by the Palisades, Eaton, and other wildfires.

Relief to Help Families Stay Housed

The Emergency Rent Relief Program will provide financial assistance to:

  • Eligible Landlords whose tenants were unable to pay rent due to emergency-related hardship, or whose rental units were directly affected by the wildfires and remain vacant due to needed repairs, and

  • Displaced Homeowners who lost their homes in the wildfires and are now renting elsewhere while facing unpaid rent, unpaid mortgages, or other qualified expenses caused by recent emergencies.

Grants may cover up to six months of debt, with a maximum award of $15,000 per rental unit in most cases.

Applicants are strongly encouraged to apply as soon as possible.Submitting an application does not guarantee funding.

SBA Disaster Loan Outreach Centers (DLOCs) in Altadena and Pacific Palisades are providing in-person support for homeowners, renters, small businesses, and private nonprofit organizations with existing SBA disaster loan applications. SBA customer service representatives are available to help applicants/borrowers understand the next steps in their loan process.

The application filing deadline for this disaster has passed. These centers are focused on assisting survivors who have already applied and require additional guidance to complete or move their application forward. On a case-by-case basis, new applications may be accepted due to extraordinary circumstances.

Options to bypass permitting delays

The SBA has implemented new regulations to aid in permitting delays through a new executive order. These regulatory changes will enable SBA disaster borrowers to bypass certain state and local permitting requirements if the borrower has been unable to obtain requisite approvals after an extended period of time. The new regulations will allow for the timely use of approved SBA disaster loans and rapid rebuilding. Click here for more information.

Habitat for Humanity recently shared this video as a resource to help encourage wildfire-impacted homeowners become familiar with the programs Habitat LA offers. The intent is for individuals navigating the disaster recovery process to connect directly with our disaster relief team for support.

Residents in the Palisades Fire burn area and the Eaton Fire burn area can obtain free soil testing, for a limited time. Get more information here.

Residents can drop off soil samples at any time in the outside drop-off container.

Free Testing for Lead

Residents who were near wildfires or burn areas are able to receive free blood lead testing through December 2025 by the following two options:

1. Visit Your Medical Provider.
Ask your doctor for a blood lead test. Testing is covered by most insurance plans, including Medi-Cal.

2. Schedule a Free Blood Lead Test at a Quest Lab.
Call 1-800-LA-4-LEAD (1-800-524-5323) to request a free appointment. Testing is simple, confidential, and convenient.

The Disaster Distress Helpline (DDH) is the first national hotline dedicated to providing year-round disaster crisis counseling. This toll-free, multilingual, crisis support service is available 24/7 to all residents in the U.S. and its territories who are experiencing emotional distress related to natural or human-caused disasters.

The Rental Housing Habitability Program (RHHP) aims to ensure rental units meet habitability standards, support property values, and provide safe living conditions.

The Los Angeles County Post-Fire Environmental Data Dashboard is updated continually as new assessment results are made available. Residents are encouraged to check the dashboard regularly for updates. Changes are highlighted in the “Latest Updates” section on the homepage.

Key recent updates are summarized below:

  • Eaton and Palisades Fire Soil Testing Program by Los Angeles County Department of Public Health

Updated data showing results of soil lead testing by ZIP code through November 2025. Please note that this free soil testing program was recently expanded to include the community impacted by the Palisades Fire.    

  • Blood Lead Level Monitoring by Los Angeles County Department of Public Health

Updated data showing results of blood lead testing through November 2025.

  • Post-Fire Environmental Assessment by Los Angeles Unified School District (LAUSD)

Updated section with results from soil and/or air testing at Dahlia Heights Elementary School, Marquez Charter Elementary School, Palisades Charter High School, and Rockdale Elementary School.  

  • Health Exposure Map by the Public Health Extreme Events Research (PHEER) Network

Added new section highlighting the PHEER Network’s health exposure map, which serves as a compilation of data tracking the aftermath of the January 2025 wildfires.

  • Air Monitoring by the LA Fire HEALTH Study

Updated section to include Data Brief #7.1, describing reduced Chromium-6 levels in air near the burn zones.  

If you received rental assistance from FEMA and require further rental assistance while working toward your permanent housing plan, we encourage you to stay in touch with FEMA.

Rental Assistance provides funds to pay a security deposit and rent for a dwelling other than your damaged home. You must continue to work toward a permanent housing plan to remain eligible for Rental Assistance.

The initial rental assistance award, which FEMA pays to the renter, may pay for up to two months’ rent, with incremental three-month extensions up to 18 months from the date of the FEMA disaster declaration (Jan. 8, 2025), if the applicant remains eligible.

The CalAssist Mortgage Fund is a state program that provides much-needed relief from mortgage payments for displaced families whose homes were destroyed or left uninhabitable by a California disaster such as the Palisades Fire and Eaton Fire.

You may eligible if you own a single-family home, condo or permanently affixed manufactured home (may include up to 4 units). Funds never have to be repaid and it’s free to apply. Grants will be paid directly to your mortgage servicer. 

Funds are limited and applications will be reviewed in the order received.

LA County Recovers

Expressway on the Road to Recovery offers ways to speed up the process of rebuilding.

Permit Fee Waiver at the One-Stop Permit Centers

To apply for a fee waiver, fill out a Request for Fire Rebuild Fee Waiver or Refund form and email it to recovery@planning.lacounty.gov. Print versions of this form will also be accepted at the One-Stop Permit Centers.

Rebuilding Permit Centers: Get Help with Rebuilding

Rebuilding Permit Centers are open for guidance through the rebuilding process for residents affected by the Palisades and Eaton fires. These permit centers connect you with the departments responsible for rebuilding in your area.

The City of Malibu has a Fee Waiver Program to help property owners affected by the recent fires. The program eliminates City planning and building permit fees for like-for-like, owner-occupied homes and duplexes.
The fee waiver applies to City of Malibu-issued permits for:

Planning approvals and building permits
Temporary housing
Wastewater treatment system upgrades
Required infrastructure (seawalls, water tanks, suppression systems)
Accessory structures, hardscaping, and landscaping

Key Deadlines:
June 30, 2028: Fee Waiver Application Due
June 30, 2028: Planning Applications Must Be Complete
December 30, 2030: All Building Permits Must Be Pulled

The eCheck AI Pilot is one way residents can accelerate the approval process, along with opting for a pre-approved plans and a Like-for-Like Rebuild.
Here’s how residents can participate in the eCheck AI Pilot:
• Sign up for a free account:
➡ LA County (Altadena and other unincorporated areas)
➡ City of LA
➡ City of Malibu

• Look up your property address.
• Upload your architectural drawings in PDF format.
• Residents can choose between Like-for-Like and Non-Like-for-Like rebuild projects.

When results are ready, participants can review them on the eCheck platform and include the downloadable report in their permit application. 

Disaster Preparedness - LA City Ready Your LA Neighborhood Program

The City of Los Angeles Emergency Management Department has launched the Ready Your LA Neighborhood (RYLAN) Program. RYLAN provides free and easy to use tools to help you and your family, business, and neighborhood prepare for disaster. Emergency preparation today will help to reduce injuries, protect your property and most importantly, save lives. Follow the link to access the program site.

Rebuilding Together Virtual Workshops
Recordings are available of eight Rebuilding Together Virtual Workshops. Discover insights from experts on topics like addressing funding gaps, finding and working with design professionals and licensed contractors, navigating manufactured and factory-built home submittals, and more.


Fee Waivers and Refunds
The LA County Board of Supervisors approved a motion to waive and refund fees forqualifying property owners rebuilding single-family homes in unincorporated Los Angeles County following the Eaton and Palisades wildfires. Residents can check their eligibility on this Fee Waivers & Refunds page.

The City of Malibu has a Fee Waiver Program to help property owners affected by the recent fires. The program eliminates City planning and building permit fees for like-for-like, owner-occupied homes and duplexes.

The County of Los Angeles Board of Supervisors approved deferring and refunding specified permit fees for qualified City of Malibu homeowners who submit applications for County permits for rebuilding single-family homes impacted by Palisades Fire.

LARCRO has developed a simple, easy to navigate region wide resource guide (click here - Resource Guide) to assist in identifying available services. Better Angels Relief Navigator

Better Angels launched the LA Disaster Relief Navigator, an online tool to help Angelenos impacted by the wildfires effectively navigate the many resources potentially available to them. The solution is designed to help people navigate every aspect of fire relief, including applying for federal, state and local government assistance; making insurance claims; temporary and permanent housing solutions; income loss mitigation; and other critical services. The Navigator provides personalized action plan based on individual circumstances, making the recovery process immediately actionable and putting the community on a path to recovery. Disaster Case Management Program
The Disaster Case Management Program (DCMP) is FEMA-funded and provides supplemental Disaster Case Management services to vulnerable populations.

The DCMP is a limited-term, holistic partnership between a case manager and an individual survivor or household to identify and address unmet needs caused by the declared disaster. Through this partnership, the case manager works with the survivor to develop a comprehensive recovery plan to assist the survivor with any un-resourced items, support, or assistance that has been assessed and verified as necessary for the survivor to recover from a disaster.

The January 2025 wildfires are an active DCMP under the name:

Many of you have received calls or texts on behalf of the LA Region Community Recovery Organization www.laregionltrg.org to follow up with you to discuss your current living situation and your thoughts toward your recovery journey and process. Others may receive a text from 2-1-1 with similar information.

Please note: if you miss a call from an unknown/unfamiliar number, please check your voicemail for a message and watch for a text from the trained LARCRO volunteer team.

We might be able to provide you with some additional resources and information after we take some time to understand a bit more about your situation. The information we gather from you and from everyone we meet will be immensely helpful - we can make referrals to our partners who may be able to help with long-term recovery resources (materials, muscle, money). The call should take less than 30 minutes.
